Block Parties / Parades / Outdoor activities:
If you are planning an outdoor event such as a block party or parade you must fill out a Open Air Event Application. This application must be submitted to the Police Department two weeks prior to the event. You may mail, fax, or drop off the application to the Village Hall, located at 245 S. State Street. Property Maintenance:
WEED ORDINANCE
The Village has an ordinance against allowing weeds, grass or plants, other than trees, bushes, flowers or other ornamental plants to grow to a height exceeding eight inches (8") anywhere in the village.
A property owner who violates the ordinance will be asked to cut the weeds. If this is not done within 10 days after notice is given, the weeds will be cut at the property owner's expense plus a fine will be issued.
This ordinance is enforced by the Manhattan Police Department.
OPEN BURNING
Burning of leaves, grass, twigs, limbs, branches and stumps is permitted by the village. However, it is against the ordinance to burn trash, construction materials or anything not listed above.
Burning is permitted between the hours of sunrise and four o'clock in the afternoon daily. The ordinance calls for the burning to be supervised by a responsible adult from the inception of the fire until the fire is out or has been extinguished.
ABANDONED VEHICLES
The Village has an ordinance against abandoned vehicles. An abandoned vehicle is defined as “any vehicle in a state of disrepair rendering the vehicle incapable of being driven safely, or unlicensed or unregistered (except vehicles for sale by new and used motor vehicle dealers and repair shops), or left for such a time and under such circumstances as to reasonably appear to have been abandoned or deserted. A vehicle is unlicensed when it does not have a current set of valid license plates from the state in which the vehicle is registered displayed on the vehicle. A vehicle is unregistered when it does not have a current Village vehicle sticker displayed on the windshield in accordance with applicable law.” This ordinance applies to vehicle on public and private property.
Any vehicle that fit this description is subject to tow and impound by the Manhattan Police Department.
