 How does the Village charge for water and sewer service

Water service is billed based on the amount of water that is recorded by the water meter.   Billings are based on 1,000s of gallons used.  The Village of Manhattan does not have a minimum charge for water usage, therefore, you are only charged for the water that you use.

Sewer usage is billed based on the amount of water that is recorded by the water meter.  While the Village understands that not all water recorded by the meter is set through the sewer system it is the only way to fairly assess the cost of sewer treatment across all users.  The Village does recognize that in the summer a great deal of increased water usage is related to filling pools and water lawns.  Therefore, for the months of June, July, and August sewer charges are capped at 10,000 gallons for residential properties. 

All utility bills are also charged a Capital Improvement or "Cap imp fee" for improvements and maintenance of the water and sewer system. 

 

 When does the Village Board meet?

 

The Village Board of Trustees meets on the first and third Tuesday of every month. The meetings are held at the Manhattan Village Hall (260 Market Place, Manhattan, IL) and start at 7:00 p.m. Agendas are posted on the main page of this website and are available at the Village Hall. The meetings are open to the public.

 I am planning a block party, what do I need to do to block off the street?

If you are planning an outdoor event such as a block party or parade, you must fill out an Open Air Event Application. This application must be submitted to the Manhattan Police Department at least two weeks prior to the event. You may mail, fax, or drop off the application to the Village Hall, located at 260 Market Place. Our fax number is (815) 478-5103.

 Are there any laws regarding weeds and tall grass?

The Village has an ordinance against allowing weeds, grass or plants, other than trees, bushes, flowers or other ornamental plants to grow to a height exceeding eight inches (8") anywhere in the village.

A property owner who violates the ordinance will be asked to cut the weeds. If this is not done within 10 days after notice is given, the weeds will be cut at the property owner's expense plus a fine will be issued.

This ordinance is enforced by the Building Safety Department.

What are the laws regarding junk or abandoned vehicles?

The Village has an ordinance against abandoned vehicles. An abandoned vehicle is defined as “any vehicle in a state of disrepair rendering the vehicle incapable of being driven safely, or unlicensed or unregistered (except vehicles for sale by new and used motor vehicle dealers and repair shops), or left for such a time and under such circumstances as to reasonably appear to have been abandoned or deserted. A vehicle is unlicensed when it does not have a current set of valid license plates from the state in which the vehicle is registered displayed on the vehicle.” This ordinance applies to vehicles on public and private property.

Any vehicle that fits this description is subject to tow and impound by the Manhattan Police Department.

 What are the laws regarding the burning of grass and leaves?

 

Burning of leaves, grass, twigs, limbs, branches and stumps, trash, and construction materials is prohibited

 Are dog tags required?

The Village's dog tag requirement was eliminated effective 02.01.2014.
