Contractor Registration:

All general contractors and subcontractors desiring to engage in business within the corporate limits of the Village of Manhattan must be registered.

Applications are available at the Village hall, you may request one be faxed to you or, you may download one from this website.

Building Permits:

According to state law anyone planning an outdoor project that requires any digging, regardless of depth or size of the project must call JULIE first. Many utility services such as natural gas, water, phones, etc. are now being delivered underground.   JULIE is a free service and its purpose is to prevent damage to underground utilities, reduce service interruptions and costly repairs, and save lives.   The cost of repairs is the responsibility of the homeowner if a JULIE locate was not performed prior to digging.   Call at least 48 hours in advance of the start date of project.

Building permits are required for all new construction, modifications, additions, alterations to mechanical or electrical equipment and any out door improvements.

Building permits are required (not limited to) for the following:

Sheds Gutters Garages Sprinkler Systems
Decks Siding Sunrooms Gazebos
Fences Windows Additions Electrical Upgrades
Roofs Remodeling Swimming pools  

Be sure to check the covenants for your specific subdivision prior to construction.   Some subdivisions have very strict rules about what you can and can't build on your property.

Applications for building permits are available at the Manhattan Village Hall. Along with a completed application you will be asked to submit a copy of your survey showing where you wish to place the structure you are planning to build. Although the Village does not require you to submit a survey, it is preferred. If you do not have a survey of your property you will be asked to make a drawing of the site plan on the back of the permit application. You will need to indicate the location of the house, streets, lot lines, easements, and the construction item to be built.   Distances from the lot lines and the house must also be clearly marked.  

All improvements being made must adhere to the building codes of the Village of Manhattan.   Some projects will require inspections throughout the course of construction and upon completion.

If you are planning on hiring someone to perform the work for you they must be registered with the Village of Manhattan. (See Contractor Registration section) Your building permit will not be issued until the contractors have all registered.

Things to know about permits:

Permits issued are valid for 6 months from the date of issuance. If construction of the project has not begun within this 6 month time limit you must re-apply for a new permit. Once permits are issued they must be picked up and paid for.

Permits must be displayed upon the start of construction.

Permit cost varies depending on the type of construction.

Permits take approximately two weeks to be issued.

Miscellaneous Permit Requirements:


The following are some of the requirements that The Village of Manhattan enforces for certain projects. Depending on where you are located in town, you may have covenants or other restrictions that apply to your particular property.

SHEDS:
Detached buildings must be placed a minimum of 5 feet off the rear lot line and a minimum of 5 feet from the side lot line. ( Corner lots have different requirements . Please Call the Village for those requirements.)

Detached buildings must be placed a minimum of 10 feet from your house.

Building on easements is against code.

Height of shed from the ground to between the peak and eves shall be no greater than 15 feet.       
Square Footage of shed must not exceed more than 40% of your back yard.

SWIMMING POOLS:  
Swimming pools must be placed a minimum of 10 feet from the side lot lines and the rear lot line. (Corner lots have different requirements . Please Call the Village for those requirements.)

Pools must be placed a minimum of 10 feet from the house, garage or any other structure.

Pools must be fenced by either a 5 foot high fence around the yard or, a 2 foot rail, with a locking gate around above ground pools.

FENCES:
Fences not exceeding 6 feet in height may be constructed in side and rear yards.

Fences not exceeding 3 feet in height above natural grade may be constructed in a front yard past the front of the building line.

Open type fences exceeding 5 feet in height may be constructed in any side or rear yard, provided that visibility at right angles to any surface of such fence not be reduced by more than 40%.

Post depth for fences must be no less than 42 inches

UNDERGROUND SPRINKLER SYSTEMS:
All in ground sprinkler systems must have a reduced pressure principal backflow device installed.They must be inspected and certified by a qualified cross-connection control device inspector.These inspections are required by the State of Illinois and must be performed on a yearly basis. A copy must be sent to the Village Water Department.


DECKS:

Decks may be attached or detached from your house. Posts must be 42 inches below grade.
